The start of the mandatory inspection of vehicles in Mozambique, last February, appears to be fraught with illegality. This is one of the conclusions of an analysis by the Center for Public Integrity (CIP) of the legislation that frames the process. The main illegal aspect has to do with the lack of publication, in the Boletim da República (BR), of the relevant Ministerial Order setting the date for the start of the process, scheduled for February 1, 2010. As a rule, ministerial diplomas of this nature, to have binding power, they must be published in BR, but this was not the case.
