In this third edition, the Public Integrity Center presents the cases of two well-known figures in the national political scene, namely deputies Manuel Tomé and Mateus Kathupa – who simultaneously hold the public positions of Administrator of the Hydroelectric Power Plant of Cahora Bassa (HCB) and PCA of Petromoc, SA, respectively.
These are two more paradigmatic cases of the promiscuous situation, from an ethical, if not legal, point of view, in which a group of members of the Legislature is found in view of the current Bill on the Anti-Corruption Legal Package and more specifically the draft law on the Code of Ethics for Public Servants.
There are two more inexorable examples that show what are the potential constraints and possible constraints on the approval of the aforementioned instruments that are intended to be “of Law” as priority and urgently possible: for the good health of Mozambican Democracy; and so that the system of Checks and Balances (between the Executive, Legislative and Judicial powers) is a reality and concomitantly the Fight against Corruption is effective and efficient in the Republic of Mozambique.
