Democracies presuppose the existence of entities that control the legality of the administrative action of the State. One of these entities, in the Mozambican legal system, is the Administrative Court (TA), which is expected to be upright and play an incisive role in combating corruption and promoting public integrity. But, after all, the TA is the first to break the law, as it manages the funds from the public treasury that are allocated in a harmful way, thus violating the current legal framework of Public Finances.
