On 16 April, the Attorney General of the Republic (PGR), Augusto Paulino, presented his annual report on the general state of justice to the Assembly of the Republic (AR), an exercise that was followed by debate, and on the day next (April 17th). In the presentation of his report, Paulino acknowledged, when referring to the municipal elections of 20 November 2013, that legal or regular electoral propaganda is carried out within a specific period, established by law. But, when asked by some AR deputies to pronounce on the act that is being carried out by the duo Armando Guebuza (President of the Republic -PR- and president of the Frelimo party) and Filipe Jacinto Nyusi (recently confirmed as pre-candidate of the Frelimo to the elections of October 15th), the PGR did not shy away from illegitimate them, which raises serious doubts as to its constitutional duty as guardian of legality. As for the strong evidence of deviations in the management of the Administrative Court
(TA), which are situated in the order of 170 million meticais, and of growing public indebtedness without the AR being consulted, as follows from the CRM, Augusto Paulino was silent. On summary executions, he also opted for absolute silence.
