Negotiations for the attribution of a special regime to natural gas liquefaction projects in areas 1 and 4 of the Rovuma Basin, by companies Anadarko, American, and Eni, Italian, were concluded.
The government has already requested legislative authorization from the Assembly of the Republic to legislate in the form of a decree. There is no doubt that this instrument is faster, but it does not allow debate in Parliament, nor public consultation, and it harms transparency, as the terms offered to companies will only be known after the publication of the decree.
