There is no evidence that the legal and institutional system for combating corruption in Mozambique is capable of restricting political and economic elites that seek to enrich themselves at the expense of the pursuit of the public good.
Fortunately, the scope of anti-corruption laws produced in other countries does not end at their respective borders. There are countries that make it a criminal offense to bribe government officials abroad. Given the opportunities that will arise in the future, some public servants may be tempted to extract bribes from foreign companies. There is, however, a small possibility that these foreign companies are afraid to pay the bribe.
