Mozambique Electricity: poor service, non-transparent and politicized

The electricity sector was opened to the participation of private operators by Law no. 21/97, of 1 October (Electricity Law), which establishes in no. 2 of article 4 that “The State ensures the participation of the private sector in the public service of electricity supply through concessions that guarantee the right to use and exploit the energy potential, safeguarding the superior interests of the State”. With the liberalization that took place, the same law should have provided for the creation of a regulatory body for the sector, which did not happen.
