Mozambique a rule of law because the constitution declares it so. It turns out that, effectively, Mozambique is not a rule of law, when the issue must be seen in the context of the administration of justice. It would only be considered as such if the equality of citizens before the law were also effective when it comes to holding agents of offenses accountable by the organs of justice, namely the Public Ministry, the entity through which the State exercises the right to punish, the political or social status of the citizen, or his connection to political power did not hinder the action of justice. In practice, this is what happens in Mozambique, as you have said, justice is strong for the weak and weak for the strong, this because of the legal framework that weakens the legal autonomy of the Public Ministry and the formal independence of the courts.
