It was published by the then Ministry of Education and signed by the then Minister of the Ministry, Alcido Eduardo Nguenha, the Dispatch no. 39/ GM/2003, of December 5th, where reference is made in no. of services and salaries, and constitute offenders, in a disciplinary process, of teachers and other education workers, linked to schools, who impregnate students from that same school, as well as those who sexually harass students”.
If, on the one hand, it is agreed that the described practice is harmful to the students' learning process, on the other, this measure seems illegal at all levels.
