Driving license for sale at INATTER: Corruption that costs lives!

According to official government statistics, 22 7221 people died from road accidents in Mozambique in 15 years (1999-2014). Given the inability of State institutions to register all accidents that occur in the country, this number is below reality. The World Health Organization (WHO) estimates the number of people who die each year in Mozambique as a result of road accidents, well above the average of 1,500 deaths per year presented by the Government. The Center for Public Integrity (CIP) conducted a survey in 2014 that concluded that corruption was one of the main causes of road accidents in the country, but that it was not deserving the attention of public authorities in the search for solutions against accidents. This report is a follow-up to this line of research. CIP demonstrates how corruption centered on the National Institute for Land Transport (INATTER) is enabling thousands of citizens to obtain driving licenses without having gone through training and rigorous examination.
