In the General State Account (CGE) for the year 2015 1 the Government presents in Map I-1 (Annex 1) an item called “Other Operations” in the category of Net External Loans. The amount in question is -42,128,712,000 Meticais (minus 42.1 billion Meticais, MMT), equivalent to 7.1% of GDP and 937.9 billion US Dollars – an amount higher than EMATUM's entire debt . Having a negative sign and appearing in the transaction group “Net External Loans” in Map I-1 of CGE 2015, this implies a payment abroad related to a loan.
