This article reports the status of the concession and construction of key infrastructures for gas logistics, in Cabo Delgado province, namely the Pemba Logistics Base, the Maritime Liquefied Natural Gas Terminal (TMLNG) and the Installation of Material Discharge, better known by its English name Material Offloading Facility (MOF). The Government is failing in the development (coordination, concession, construction, management) of these infrastructures. It granted the multinationals Anadarko and Eni the exclusive exploitation of the logistical infrastructures of Palma, during the decades of concession and exploitation of natural gas in areas 1 and 4 of the Rovuma basin. Due to conducting business without transparency, the State was prosecuted and sentenced in court.
