At the time of the adoption of the State Budget for 2016 (OE 2016), the Government promised the Mozambican people that it would safeguard expenditures in priority sectors, especially with regard to the Education and Health sectors. On that occasion, the Government stated that the budget cuts in 2016 would not affect the social sectors.
But the execution of OE 20161 demonstrates that the interventions were just empty promises.
This Note is intended to explore the performance of OE 2016 and propose recommendations to avoid the repetition of past failures during the execution of future budgets, starting with OE 2017.
