The Health sector is one of the most important and sensitive in governance and, consequently, one that receives the most funds from the State and international partners. However, the management of these funds has not been transparent. Public procurement for the acquisition of medicines, medical-surgical material and public works contracts has been one of the most problematic areas, with the Ministry of Health (MISAU) systematically resorting to the direct contract contracting modality for the award, without there are palpable reasons that support the continued choice of this option.
