The appointment of João Leopoldo da Costa to the position of Vice-Minister of Health by the President of the Republic, Filipe Nyusi, shakes the Public Probity Law. João Leopoldo da Costa has interests in the Health sector through the company Clinica Listen And Smile, Limitada, a company created in 2001, according to the Boletim da República no. 2, III Series, of January 14, 2004 – p. 46.

As Vice-Minister of Health, João Leopoldo da Costa will be at the center of decision-making on the governance of the Health sector in Mozambique, where he has business interests. It will define public policies and, notably, lead public procurement for the acquisition and distribution of medicines, medical-surgical equipment, etc., as well as the management of human resources in the sector.
