Carlos Eduardo Mussanhane has been acting as Administrator of Pemba on the Service Commission since 20 November 2017, illegally, appointed by the Minister of State Administration, Carmelita Namashulua, by Order dated 13 November 2017 (see attached doc. ).
It should be noted that Carlos E. Mussanhane was expelled from the State Apparatus, having filed the respective challenge action through process 78/2010-P, at the Administrative Court (TA). It so happens that, by judgment with no. 34/2014, of December 8, at first instance, the Administrative Court (TA) upheld the expulsion decision.
