Civil society organizations consider the touted decentralization package, now held by parliament for analysis, problematic and with no legs to walk. They also say that they do not understand how the President of the Republic, Filipe Nyusi, and the leader of Renamo, Afonso Dhlakama, arrogated to themselves the right to eliminate the direct election of the presidents of the municipal councils. They suggest that that legislative body return the document to the proponent and be submitted to a wide public debate, similarly to what the president of the Mozambican Bar Association (OAM), Flávio Menete, defends to avoid what he calls “hasty and inconsistent solutions (…)”.
