The significant discoveries of natural gas reserves in the Rovuma basin in Cabo Delgado are accompanied by huge expectations of structural transformation of the economy and improvement in the population's well-being.
However, the effective guarantee of benefits from the exploitation of these resources for the country largely depends on the adoption of good practices and concrete strategies to maximize gains in the sector. Among the main strategies in adopting best practices, transparency and accountability are seen as crucial instruments to avoid a possible resource curse.
It is also consensual, and Mozambique is no exception, that developing countries with extractive resources suffer from a weak capacity to deal with issues in this sector, both at the central, provincial and district levels.
The Public Integrity Center (CIP) carried out a brief survey on the existing institutional capacity at the level of the Government of Cabo Delgado province, as well as the actions that so far have been carried out by the executive to ensure an exploration process with positive results. From this survey, it was found that the relevant institutions in the governance of mineral resources operate with low capacity, specifically with regard to the existence of personnel trained in the area to meet the needs of the industry.
