Then, co-defendant Manuel Chang, Minister of Finance of Mozambique who signed the guarantees, left office and the conspirators informed the new Minister of Finance about the guarantees of Proindicus and MAM, having told him that the transactions were not disclosed to the IMF, the new minister agreed to continue not revealing MAM and Proindicus loans to the IMF.
