This study analyzes the contours of direct public funding to the electoral campaign of presidential candidates, parties and coalitions of parties competing in legislative elections in Mozambique. The same covers the elections from 1999 to 2014 analyzing, from the criteria for allocating State funding to competitors, its effects and impact of the reforms introduced over time.

While the allocation of public resources for the financing of the electoral campaign is a necessary measure to guarantee a balanced electoral competition between political formations, the definition of criteria for the allocation of funds, the allocation itself and the respective rendering of accounts suffer from several problems. order, from lack of transparency, excessive delays in the allocation of funds and lack of accountability of those who do not justify the funds.

The study was carried out in the context of preparing another electoral process that will involve the disbursement of public funds to finance the campaign of competing parties. Thus, it is intended to influence the debate and decisions on public financing of the electoral campaign, advocating for more transparency, accountability and equality in the treatment of competitors.
