This report presents the results of the analysis of budget execution for the year 2018 with a special focus on the water and sanitation and health sectors. The results of the analysis indicate that little or no effort was made by the Government to achieve consolidation fiscal, given that public expenditure fell from 33.9% of GDP in 2015 to around 33.7% of GDP in 2018, equivalent to a reduction of only 0.2p.p. of GDP. Factors in these results are the increased use of internal public indebtedness and operating expenses, the latter greatly influenced by the increase in the wages and remunerations item (average of 10.3% in the last 4 years).
