The Assembly of the Republic (AR) approved Law No. 4/2019 of 31 May, which establishes the principles, organizational norms, powers and functioning of Organs executive bodies of provincial decentralized governance to be created. This law follows the punctual revision of the Constitution of the Republic, approved through law nº1/2018 of 12 June on the decentralization reform.
However, as expected, the legislative package relating to the decentralization process would not be limited to purely administrative processes. Decentralization also means transferring necessary resources from the central level to sub-national governments.
