Mozambique experienced one of the biggest natural disasters in Africa, which gave rise to a wave of solidarity worldwide. In this context, a public outcry emerged that became widespread and has as a common denominator the distrust that this same aid may not reach the affected populations.
Anecdotal evidence indicated that the process of humanitarian aid to victims of Cyclone Idai in the affected areas, specifically in Sofala province, was not fully transparent, given that there were many situations in which security measures were not implemented during the transport of donated goods to the affected areas, which may have led to the occurrence of undetected deviations along the route. This fact raised the level of mistrust about INGC's control and management systems.
