The Ministry of Economy and Finance is expected to pay interest payments on EMATUM's debt, on March 15, estimated at 22.5 million US dollars. The fulfillment of the restructuring plan opens the opportunity for Mozambique to once again access a financial assistance program from the International Monetary Fund (IMF) and thereby guarantee the resumption of direct budget support.
However, the Government is not implementing, in its entirety, Decree No. 77/2017, of December 28, which introduces reforms in the process of issuing and managing public debt and State guarantees.
Failure to comply with this decree increases the risk of non-prudent management of public finances, since there is still a lack of accountability on public debt management, a scenario similar to 2013 and 2014, years in which the hidden debts were contracted.
