The objectives and pillars of the PES and OE 2020 have not changed substantially compared to what were the priorities of the 2015-2019 five-year period. In line with international commitments, the Government sought to maintain the relative weights of expenditure in priority sectors, with particular emphasis on education and health. However, the rise in prices and debt burdens, which followed the discovery of unreported debts, lowered the real value of provisions made in these sectors. The value of about 26 billion Meticais reserved for health in 2020 represents a reduction in relation to what had been programmed for 2019, despite the challenges posed by the Covid-19 pandemic.
