The appointment to the position of “permanent secretary” of a ministry has – proved to be a mistake, given that it has been observed that the officials who occupy such positions, have often been replaced in the transience of each new cycle of governance. In linguistic terms, the meaning of the adjective “permanent”, among other meanings, refers to something perpetual, perennial or durable, contrary to its antonym, which can be discontinuously or sporadically. Therefore, it would not make any sense to replace the employees who are appointed to occupy the aforementioned positions (permanent secretary), except for reasons of an objective nature and as such, provided for in the law.
However, if the analysis meets purely legal criteria, the justification for the aforementioned change is supported.
