In recent years, the scandal of illegal or hidden debt has contributed to deepen society's distrust in the porosity of the control systems and efficiency of public finance management in Mozambique, especially the inability of the Assembly of the Republic (AR) as a body capable of overseeing effective way the action of the Government and the Administrative Court to effectively position itself as the supreme audit entity.

Subsequently, Mozambique was hit by two devastating cyclones, namely IDAI and KENNETH. These natural disasters unleashed a wave of international solidarity and the State found itself having to mobilize external funds to meet the needs that arose. Once again, distrust took hold of the citizen, especially with regard to issues of transparency in the management of funds mobilized, donated and arising from loans.
