EXTRACTIVE SECTOR TRANSPARENCY INDEX 2019 – 2020 EDITION

ÍNDICE DE TRANSPARÊNCIA DO SECTOR EXTRACTIVO EDIÇÃO 2019 – 2020

Transparency is one of the fundamental elements to guarantee good governance of natural resources. Despite the relevant instruments for promoting transparency in the country, such as the Law on the Right to Information, Law no.O 34/2014 of 31 December, which establishes legal mechanisms for the right to information and the fact that Mozambique is part of the global Initiative for Transparency in the Extractive Industry (EITI), there are still considerable gaps in the provision of crucial information to guarantee transparency and accountability.

In this context, and in order to contribute to greater transparency in this sector, CIP built a Transparency Index of Companies in the Extractive Sector whose indicators revolve around the fiscal, corporate governance, social and environmental components.

The first edition of ITSE (ITSE 2019-2020) refers to the years 2019 and 2020. The index built provides an analysis of the information available in websites 12 companies in the Mozambican extractive sector that demonstrated that, in general, the sector's transparency is at low levels, standing at 29 points out of a universe of 100 points.

For this edition, Kenmare Moma Mining, with a 65 points, proved to be the most transparent company in the sector. The title of less transparent company fell to the Mozambican Mining Exploration Company (EMEM) with 4 points.

The partial results of the indicators that make up the general index also show that there are challenges to be overcome by companies in providing information of public interest in order to improve the sector's global transparency.
