The PPES and the corresponding State Budget (OE) for the year 2021 were prepared in a context of uncertainty resulting from the COVID-19 pandemic that is rife not only in Mozambique, but throughout the world. In the particular case of Mozambique, however, its effects on the economy may be even more harmful than revealed so far, as a result of its vulnerability to external and systemic shocks combined with its limited capacity for resilience.
Thus, government actions will focus on intensifying the response to the negative impacts of COVID-19 with the reinforcement of prevention and mitigation measures for this pandemic, through strong interventions in the health, education, social protection, water sectors. and sanitation and agriculture.
Thus, the current scenario is certainly adverse to optimistic projections regarding the future state of the economy in the space of a year. Indeed, the effective achievement of the established targets and the validation of the assumptions made in the design of the 2021 OE and PES Proposal fundamentally depend on the magnitude and duration of the shocks that may occur, which are still vaguely known.
