This year assists the Defense and Security Forces in combating the insurgency in Cabo Delgado.
In addition to the extension of the contract with DAG, the Government will have contracted another PMC south-
Africa, Paramount, according to the international press this week. Under cover of state secrecy, the Government has been resorting, since September 2019, to the hiring of PMC's to help fight the insurgency in Cabo Delgado, without being accountable to the citizens, either in terms of the expenses spent as well as the benefits that they obtain by resorting to private military personnel.
The Government's use of private military companies to combat the insurgency in Cabo Delgado is proving to be a high-risk and ineffective decision. In addition to the lack of transparency and accountability about contracts¸ private military companies are unable to stop the advance of insurgents who have been gaining more ground on the ground with attacks and occupation of district headquarters. There are also signs of poor relationship between private military companies and the Mozambican Defense Armed Forces due to the fact that the PMCs are working with the Police, whose vocation is not to fight the insurgency.
