Maria Isaltina Lucas, who at the time of the contracting of the hidden debts was the National Director of Treasury at the Ministry of Finance, is one of the recipients of bribes from Privinvest, according to the defense document of the naval group submitted to the Superior Court of Justice of the England, by the owner of the company, Iskandar Safa.
In the same document in which Privinvest refers to having carried out payments to Filipe Nyusi, Manuel Chang and the Frelimo party, it details payments made in favor of other senior state officials, who played important roles in the process of contracting hidden debts. In addition to Isaltina Lucas, Privinvest informed the English court that it paid millions of dollars in favor of the following personalities: Gregório Leão, then director of the State Information and Security Service (SISE); António Carlos do Rosário, then director of Economic Intelligence at SISE; Renato Matusse, then political advisor to Armando Guebuza; Inês Moiane Dove, then secretary of Armando Guebuza. The company also confessed to having paid millions of dollars to Armando Ndambi Guebuza, Armando Guebuza's eldest son, and to Teófilo Nhangumele and Bruno Langa – the latter identified as a SISE official.
