The agents of the State Information and Security Service (SISE) involved in the illegal contracting and harmful management of hidden debts were never subject to disciplinary proceedings, despite there being plenty of evidence that they used their professional position to harm the State. The crime of abuse of office weighs against some of them.
The Public Integrity Center (CIP) found that against Gregório Leão José, António Carlos do Rosário and Cipriano Sisínio Mutota, all officers of the State Information and Security Service, no disciplinary proceedings related to their conduct were opened. This fact is known by the Attorney General's Office, the guardian of legality. The aforementioned officers are defendants in the judgment of criminal proceeding no. 18/2019-C, in progress at the 6th Section of the Judicial Court of Maputo City.
