The Municipal Council of the City of Inhambane (CMCI) awarded the same work to two contractors, in a process with strong signs of over-invoicing and clear disregard for the rules of public procurement. This is the contract for the rehabilitation and greening of the 11 de Muelé soccer field, which was awarded, in 2014, to a company called Conexão Multi-Services, with a value of just over 7 million meticais. In 2016, the municipality once again awarded the same work to a second contractor, this time to Sidat Sport and with a contract value above 16 million meticais. The second award was not preceded by a public tender and the work is being carried out without the approval of the Administrative Court or the tax authorities. Thus, the municipality of Inhambane is about to pay 23 million meticais for a work that could have been around a third of this value.
