Mozambique's gas can be used to promote industrialization and rural development as long as the right choices are made from now on. Current priorities are for export-based megaprojects, which promise high yields but which, like previous megaprojects, do little to create jobs or reduce poverty. Megaprojects costing tens of billions of dollars are essential, but the Council of Ministers can steer the negotiations to give the highest priority to using gas to create a national industry and jobs, even if it reduces revenues in the short term.
