The Assembly of the Republic (AR) will resume, on October 18, 2018, its plenary activities. However, this body will resume its activities with part of its powers usurped by the Government. As an example, the 2019 SO proposal states that 25% of revenue from capital gains taxation in 2017 will be used to finance projects in specific areas.
Even though the AR had not given its approval, let alone held a debate on the use of capital gains, the launch by the Government of one of the projects considered to benefit from this funding is evidence that the sovereignty of the AR was ignored. (This is the project known as the “PRAVIDA Water for Life Program”).
