It is estimated that between 55% to 60% of the population lives in poverty in Mozambique, equivalent to about 18 million Mozambicans and the Government spends below 1% GDP to support poor and vulnerable households in the form of social assistance.
About 88% of the economically active population works in the informal sector, including subsistence agriculture. Applying social isolation measures to contain the spread of coronaviruses, without taking this reality into account, would not have the desired effects.
In this publication, the CIP presents a proposal for alternatives to be adopted by the Government in the context of the inevitable decree of a state of emergency or even of lockdown due to the imminent threat of COVID-19 to the country, currently with 8 confirmed cases.
