Last year, the Public Integrity Center (CIP) published a study on the concession of the Hotel-School from the Eduardo Mondlane Industrial Commercial Institute of Inhambane to the Mozambican Society of Services (SMS Cartering). The concession was decided by the then Minister of Science and Technology, Higher Education and Professional Technical (MCTESTP), Gabriel Salimo, through a direct agreement and without any grounds, in a clear violation of public contracting rules.
Recently, the CIP had access to the Hotel-School concession contract and after analyzing its clauses and the terms under which the concession was carried out, recommends to the Administrative Court (TA) not to grant a visa for the execution of the contract as it violates the Law in the following terms: (1) the concession was not by public tender; (2) the contract was not submitted to the Public Prosecutor's Office for prior inspection of legality and (3) the contract has a renewable term of 25 years, exceeding the 10 years established by the PPP Law.
