During the last decade, the perception has grown that in Mozambique much more could be done than is done in combating the absolute poverty that affects more than half of the Mozambican population. On the one hand, there are arguments that defend that there is a great waste of financial resources as a result of institutional weaknesses, including human resources capacities, of the actors involved in governance, in particular, the Government. On the other hand, there is a perception that this waste of financial resources results from the deliberate actions of agents who lead the decision-making process, the allocation of resources and the implementation of government policies/programs at the various levels of the state machine.
