The 2019 Budget Proposal (POE) represents the last document that operationalizes the Government's Five-Year Program (PQG) 2015-2019. A five-year period greatly affected by the crisis of illegal debts, political-military clashes, natural disasters and falling prices for the main commodities that the country exports.

However, the Government's speech was always that the social sectors would not be affected, a fact that in practice did not take place. These sectors had an average allocation of 60%, but only 88.9% of expenditures were executed until 2017.

However, this lack of rigor has been compromising the quality of life of Mozambicans. The Human Development Index (HDI) has stagnated from 2010 to the present, with a score of 0.4 placing the country in the group of countries with low human development.
