According to the Pharmaceutical Logistics Strategic Plan (PELF), Mozambique has a public health sector logistics system, which includes pharmaceutical products and other health products. The procurement of medicines is carried out at the central level by two entities: a Medicines and Medical Articles Center (CMAM) and the Supply Center (CA). At the provincial and district level, these two structures unfold in the form of provincial drug depots and provincial bureaus and their district equivalents, although without any hierarchical link. In health units, whatever their size, conceptually there are also the pharmacy and the office.
Despite the legal and institutional framework mentioned above, constraints in the search, transport, storage and dispensing of medicines continue to be reported, and one of the reasons given for this is the absence of specific regulations for the procurement of medicines, if any. account the specificities of the product in question, compared to other goods regulated by Decree No. 5/2016.
