The statements by Adriano Maleiane, Minister of Economy and Finance, in the Assembly of the Republic, on 05/15/2020, during the discussion of the 2018 State General Account, regarding the decision of the Constitutional Council (CC) to consider, also , null the acts that led to the contracting of the debts of the companies MAM and Proíndicus suggest that the Government will continue with the same procedure with regard to these companies, that is, paying the respective debts. According to the minister, this procedure is justified by the fact that, with the start of payment of the debt of the EMATUM company, the Mozambican state gained credibility in international markets, no longer as a bad debtor, but leaving the position of “default”.
From the assumption of this position by the Mozambican Government, the following question must be raised: Does the credibility of the Mozambican State, in fact, necessarily depend on the repeated violation of the decisions of a sovereign body such as the CC by part of the Executive?
