The Eduardo Mondlane University (UEM) has suspended the contract for the transfer of operation of the university clinic signed on May 20, 2020 with the company Affinity Health, SA, managed by Rogério Uthui, a teacher at that educational establishment. The suspension of the clinic's concession contract takes place after the Center for Public Integrity (CIP) has questioned the hiring process in a letter dated 10/16/2020.
In question are irregularities verified in the hiring process. At first sight, it seemed to be another direct agreement without proper reasoning. However, UEM says it has applied, in this case, a tender with prior qualification and that several companies were invited to submit proposals, having been selected, after evaluation, to Affinity Health, SA by Rogério Uthui. According to UEM¸ the suspension of the contract aims to review and correct problems detected in the process.
The decision to suspend the contract was made known during a meeting between UEM, represented by the respective Dean, Orlando Quilambo, the Director of the University Foundation, Pedro Búfalo, technicians from the Finance Department and the CIP, represented by the respective Director, Edson Cortez , and researchers in the field of Procurement and Public-Private Partnerships, namely Borges Nhamirre and Aldemiro Bande.
