In December 2015 the National Assembly approved the Government Budget (Orçamento do Estado, OE) for 2016. The OE was approved after incorporating comments from Civil Society as well as economic developments in the international outlook that negatively affected Mozambique.

This analysis compares the Proposed Budget 2016 (Proposta do Orçamento do Estado, POE), published in September 2015 (see Appendix 1) and the OE 2016, approved by the National Assembly in December 2015. The analysis also assesses the extent to which the approved OE incorporates comments made in the Article published by CIP on the analysis of the POE 2016 (with the key recommendations shown in Annex 1).
